The Seabrook Economic Development Corporation offers several programs to entice businesses to consider our city as a prime location for expansion and development. Business Development Incentives

What are they?

Business Development Incentives – The City of Seabrook EDC provides money through multiple incentives to commercial property owners (with property owner approval) to stimulate business and commercial activity. Few of these incentives include the façade improvement grant, demolition grant, infrastructure improvements, and even reimbursement of City permit fees. All incentives are based on a reimbursement basis. 

How does it work?

Depending on the incentive, qualifying companies may be required to enter into a mutually accepted performance agreement based on capital investment and/or local annual sales tax generation and maintain a physical location and conduct business in the City of Seabrook for a specified period of time.

Who qualifies?

A business locating within one of four Empowerment Zones.

Sales Tax Rebates

What is it? 

A rebate of the applicant's portion of the sales tax received by the City.

How does it work? 

The City collects 2% sales tax on any taxable retail sale made in the city limits and the funds are allocated as follows: 1% to the City's general fund; 0.5% to the Economic Development Corporation; and 0.5% to the crime district/crime prevention. An applicant may apply for a rebate of their contribution towards the 0.5% Economic Development Corporation portion. The City may pay any rebates based upon the confidential sales report received from the State of Texas Comptroller's Office after receipt of actual sales taxes by the City.

Businesses located in the City of Seabrook in a Neighborhood Empowerment Zone.

Neighborhood Empowerment Zones

What are they?

A defined geography within the city’s commercial corridor by which incentives can be granted to new construction projects or rehabilitation projects.

How does it work?

Neighborhood empowerment zones can be used to provide one or more of the following: (1) waive building, inspection, or impact fees; (2) enter into sales tax rebate agreements lasting up to ten years; (3) enter into property tax abatement agreements lasting up to ten years; and (4) set baseline performance standards to encourage alternative building materials that address environmental or energy consumption concerns.
