NOTICE IS HEREBY GIVEN THAT THE SEABROOK CITY COUNCIL WILL MEET ON TUESDAY OCTOBER 6, 2020 AT 5:30 PM BY TELECONFERENCE TO DISCUSS, CONSIDER, AND IF APPROPRIATE, TAKE ACTION WITH RESPECT TO THE ITEMS LISTED BELOW.

DUE TO THE CONTINUED INCREASE IN COVID-19 POSITIVE CASES,

CONSENT AGENDA


4.1   Approve a Memorandum of Understanding between the City of Seabrook and the Seabrook Rotaract for an Edible Forest to be located on a portion of City property near the Evelyn Meador Library, to be planted and maintained by the Seabrook Rotaract.   Kevin Padgett, Director of Public Works

4.2   Approve an annual Membership Agreement between the Seabrook Economic Development Corporation and the Clear Lake Area Chamber in an amount not to exceed $10,000, beginning October 1, 2020 and ending September 30, 2021.  This agreement was approved by the Seabrook Economic Development Corporation on September 10, 2020.  Paul Chavez, Director of Economic Development

NEW BUSINESS


5.1   Consider and take all appropriate action on Hotel Occupancy Tax (HOT) Sponsorship Funding Procedures and on the draft agreement template between the City of Seabrook and HOT funding applicants for HOT Sponsorship Funding .  LeaAnn Petersen, Director of Community & Visitor Relations

5.2   Consider and take all appropriate action on first and final reading of proposed Ordinance 2020-25, "Tax Ordinance".   Gayle Cook, City Manager and Michael Gibbs, Director of Finance

Four separate motions are required:  1) "I move to approve a tax rate of $39.9851 cents per $100 valuation of assessed property for operations and maintenance"; 2) "I move to approve a tax rate of $14.3762 cents per $100 valuation of assessed property for the interest and sinking fund"; 3) "I move that the property tax rate be increased with the adoption of a tax rate of $0.543613, which is effectively a 3.44% percent increase in the tax rate; and 4) "I move to approve Proposed Ordinance 2020-25, "Tax Ordinance" on first and final reading with the reading of the caption serving as the reading of the ordinance and requiring a record vote".

ROUTINE BUSINESS


6.1   Update and report on various items that require no action, including SH 146 Expansion Project, City of Seabrook CIP Projects, and City of Seabrook Grant Administration.  Gayle Cook, City Manager   

6.2   Update and discuss report by City Manager on COVID related issues, including information regarding reopening timeline for Seabrook public meetings.  Gayle Cook, City Manager and Brad Goudie, Director of Emergency Services

6.3   Update and discuss upcoming Charter Amendment Election on November 3, 2020.  Robin Lenio, City Secretary

THE CITY COUNCIL RESERVES THE RIGHT TO HEAR ANY OF THE ABOVE DESCRIBED AGENDA ITEMS THAT QUALIFY FOR AN EXECUTIVE SESSION IN AN EXECUTIVE SESSION BY PUBLICLY ANNOUNCING THE APPLICABLE SECTION NUMBER OF THE OPEN MEETINGS ACT, (CHAPTER 551 OF THE TEXAS GOVERNMENT CODE) THAT JUSTIFIES EXECUTIVE SESSION TREATMENT.
