Man arrested charged with Indecency with a Child

On Wednesday, January 15, 2020, the Seabrook Police Department arrested 73-year-old Richard Morgan after receiving reports of indecent exposure from a witness at the Evelyn Meador Library. The witness reported the incident on January 14, 2020, stating that a man was exposing himself inside the library. Upon further investigation, Seabrook Detective Larry Moore, with the help of library staff, was able to identify the suspect as Richard Morgan, a resident of Houston. 


While investigating the incident on January 15, 2020, Detective Moore identified the suspect inside the library based on the suspect’s driver’s license and also observed Morgan exposing himself. Seabrook police promptly arrested Morgan and the Harris County District Attorney’s Office has charged Morgan with Indecency with a Child.
