This Request for Proposals (RFP) invites Responses from experienced firms for the provision of Disaster Debris Removal Monitoring in the City of Seabrook, Texas, immediately after a tornado, flooding event or other natural or man-made disaster. The objective of the RFP and subsequent contracting activity is to secure the services of a capable and experienced Contractor who is capable of efficiently monitoring the removal of large volumes of disaster-generated waste from a large area in a timely and cost-effective manner. The City intends to enter into a prepositioned contract with one (1) Prime Contractor who may utilize both local and non-local resources to provide services in the event of activation by the City following a tornado, flood or other natural or man-made disaster. The Contractor will be expected to have an initial management team mobilized to City of Seabrook within 24 hours of receipt of the Notice to Proceed and to have mobilized all appropriate equipment and personnel to the City of Seabrook area within 48 hours of receipt of the Notice to Proceed. The City reserves the right to enter into contracts with more than one Prime Contractor in the event that no one firm can provide all of the necessary services.
