NOTICE IS HEREBY GIVEN THAT THE SEABROOK CITY COUNCIL WILL MEET ON MONDAY NOVEMBER 20, 2023 AT 6:00 PM IN THE CITY HALL CITY COUNCIL CHAMBERS, 1700 1ST STREET, SEABROOK, TEXAS, TO DISCUSS, CONSIDER, AND IF APPROPRIATE, TAKE ACTION WITH RESPECT TO THE ITEMS LISTED BELOW.

A RESOLUTION BY THE CITY OF SEABROOK, TEXAS AUTHORIZING AND APPROVING MEMBERSHIP IN THE CITIES SERVED BY CENTERPOINT GAS (CITIES) FOR THE PURPOSE OF PROTECTING THE INTEREST OF THE CITY AND ITS CITIZENS WITH RESPECT TO CENTERPOINT MATTERS; FURTHER SUSPENDING THE DECEMBER 4, 2023 EFFECTIVE DATE OF THE STATEMENT OF INTENT OF CENTERPOINT ENERGY RESOURCES CORP., D/B/A CENTERPOINT ENERGY ENTEX AND CENTERPOINT ENERGY TEXAS GAS TO CHANGE RATES IN THE TEXAS DIVISION; TO PERMIT THE CITY TIME TO STUDY THE REQUEST AND TO ESTABLISH REASONABLE RATES; FINDING THAT THE CITY’S REASONABLE RATE CASE EXPENSES SHALL BE REIMBURSED BY THE COMPANY; AUTHORIZING PARTICIPATION WITH THE CITIES SERVED BY CENTERPOINT GAS; HIRING LEGAL AND CONSULTING SERVICES TO NEGOTIATE WITH THE COMPANY AND DIRECT ANY NECESSARY LITIGATION AND APPEALS; FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS PASSED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW; REQUIRING NOTICE OF THIS RESOLUTION TO THE COMPANY AND LEGAL COUNSEL.

3.4   Consider and take all appropriate action on the approval of Resolution 2023-19, authorizing the City of Seabrook Emergency Management Coordinator to apply for the UASI Grant for the purchase of EMS protection equipment, specifically, ballistic armor - Kevin Rodgers, Emergency Management Coordinator

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEABROOK, AUTHORIZING THE CITY EMERGENCY MANAGEMENT COORDINATOR TO APPLY FOR, ACCEPT AND APPROPRIATE UPON AWARD UP TO $6,150.00 FROM THE  HOUSTON UASI UNDER THE FISCAL YEAR 2023-2024 UASI GRANT PROGRAM AND TO EXECUTE ALL GRANT DOCUMENTS RELATING THERETO.

4.2  Discuss the “Right of Entry” authority granted to the City’s Building Official, Building Inspector, Code Enforcement Officer, and Fire Marshal, as prescribed within, Ordinance 2023-20 Amendment to Chapter 18, “Building and Building Regulations” and Chapter 34, “Fire Prevention and Protection” Update and Amendments to Various Building and Fire Codes; more specifically, the 2021 International Residential Code, Section R104.6 “Right of Entry”, the 2021 International Building Code, Section 104.6 “Right of Entry”, the 2021 International Property Maintenance Code, Section 105.3 “Right of Entry”, and the 2021 International Fire Code, Section 104.3 “Right of Entry”. - Councilmember Joe Machol
