New Codes

The City Council approved Ordinance No. 2023-20, adopting the 2021 ICC and 2020 NEC code editions. These codes are effective as of October 5, 2023.

Construction Codes

Construction within the City of Seabrook is subject to the International Code Council (ICC) and National Electrical Code (NEC) editions mentioned in City Ordinance Chapter 18.

Additionally, Chapter 34 of the City Ordinance covers adopting the International Fire Code (IFC) and Life Safety Code, while Chapter 38 addresses Floodplain regulations.

The city also checks for compliance with state and national regulations, enforcing the most stringent code.

The City of Seabrook has set a Design Wind Speed of 150 MPH (Ultimate) based on guidelines from the 2021 International Residential Code (IRC), International Building Code (IBC), and ASCE 7-10. These regulations apply to all new construction, additions, and renovation projects throughout the entire city.

ZONING IN SEABROOK

Zoning regulations were adopted in the City of Seabrook on May 4, 1993. Requirements regarding lot size, height, and setback lines are listed in the Comprehensive Zoning Ordinance.

DEVELOPMENT REGULATIONS

Subdivision development and infrastructure regulations are administered by the City Engineer. 

STATE REGULATIONS

For commercial projects in Texas with a value exceeding $50,000, the Texas Department of Licensing and Regulation (TDLR) is required to review them for compliance with Texas Accessibility Standards under Texas Senate Bill No. 484. You can contact the ADA at (800) 803-9202 for more information. Building permit applications won't be accepted unless TDLR verifies the necessary review.

Both commercial engineering standards and residential projects must adhere to the 2021 International Energy Conservation Code, as mandated by Texas Senate Bill No. 5. For information on compliance with the Model Energy Code (MEC), you can inquire at (800) 270-2633.

Additionally, any demolition or renovation of public or commercial buildings in Texas requires an asbestos survey before the building permit is approved, per Texas Senate Bill No. 509. Deed Restrictions

Deed restrictions are not enforced by the City of Seabrook. Contact your subdivision’s homeowners' associations (HOA) for a copy of deed restrictions and any rules or regulations that are enforced in your area.
