Incentives
The Seabrook Economic Development Corporation manages and reviews all incentive requests related to business development. Our goal is to encourage the City's smart growth through incentives while working closely with the City Council and the Planning and Zoning Board.
Incentive applications are subject to an initial review by staff and the prospect before proceeding to the Economic Development Board. Applications will be reviewed on their economic impact, including the return on community investment of public dollars.
Our Business Incentives Policy and Incentive Application are available online. Please fill out either the Interest Form with limited information and request a meeting or complete the full application.
Small Business Development Incentive
The Small Business Development Incentive provides financial assistance to help small businesses expand, create jobs, and contribute to Seabrook’s economic vitality. If you're a small business with fewer than 5 employees or annual sales under $2 million, this program is tailored for you!
Why choose the Small Business Development Incentive?
- Maximum Limit: $30,000 per incentive.

Eligible Improvements
- Expanding operations or services.
- Hiring additional full-time employees.
- Construction or renovation to enhance business capacity.
Required Information
- Business plan or growth plan (including projected sales & employee growth).
- Projected use of funds for business expansion (hiring, services, or construction).
- Financial statements (balance sheet, income statement, etc.).
- Completed application form with detailed project description.
- If the applicant is not the property owner, written consent from the property owner must be included.
- Meet with an SBDC/SCORE representative regarding the business's projected growth plan.
Additional Information
All applicants must ensure that construction does not begin before the application is submitted and approved by the Seabrook EDC. If the applicant is not the property owner, the property owner must be involved in the application process and provide written consent for any proposed improvements.
Maximum Incentive: $30,000
Annual Program Cap: $100,000 (Shared with Facade Program)

Commercial Facade Improvement Incentive
The Facade Improvement Incentive offers local businesses the opportunity to upgrade and enhance their building exteriors. This incentive is designed to support businesses that want to make lasting improvements that reflect the beauty and charm of Seabrook.

- Brick and masonry repair
- Awning replacement
- Signage removal or replacement
- Window replacement or restoration
- Cornice restoration
- Removal of non-historical alterations
- Additional approved aesthetic enhancements

- Description of planned exterior improvements (e.g., brick repair, window replacement).
- Cost estimates for the improvements.
- Photos or renderings of the proposed changes.
- Timeline for project completion.
- Business ownership details and proof of property ownership or lease.
- Property owner consent if the applicant is not the property owner.

New Construction Development Incentive
The New Construction & Development Incentive under the Seabrook Economic Development Corporation (SEDC) Business Incentive Program is designed to support warehouse, light industrial, commercial, and office developments. Whether you're starting a new project or expanding existing infrastructure, we provide the financial backing to help make it a reality.
Why choose the New Construction Development Incentive?
- Infrastructure Support: Assistance for site development, infrastructure, and greenspace improvements.
- Create Jobs: Help Seabrook grow by creating living wage jobs with benefits that meet or exceed Texas state averages.
Eligible Expenses
- Warehouse and light industrial facility development.
- Commercial and office space construction.
- Site infrastructure, including roads, utilities, and green spaces.
Required Information
- Detailed project plans, including blueprints and infrastructure needs.
- Expected job creation (must create at least 10 full-time jobs).
- Capital investment estimates ($3 million for real property & $1 million for personal property).
- Financial projections and funding sources.
- Environmental impact or greenspace enhancement plans (if applicable).
- Meet with an SBDC/SCORE representative regarding the entity's business plan.
