ANNOUNCEMENTS & EVENTS
Mayor, City council and/or members of City staff made the following announcements about city/community events:
- City offices will be closed for Christmas on Monday, December 24 and Tuesday, December 25. No trash services on Tuesday, December 25. Normal services will resume December 26. Emergency personnel will work normal shifts.
- City offices will be closed on New Year’s Day on Tuesday, January 1, 2019, and City Council will not be meeting that evening. No trash services on Tuesday, January 1. Normal services will resume on January 2, 2019. Emergency personnel will work normal shifts.
- Special Joint City Council Meeting to be held on Tuesday, January 15, 2019, at 6:00 p.m. between the Planning and Zoning Commission and the Seabrook City Council.

BID AWARDS/REJECTIONS
Council considered and reviewed the following Bid Awards/Rejections:
Consider awarding a bid to Hahn Equipment Company, for Project 2018-309-01, Wired/Wireless Telemetry System (SCADA) replacement and upgrades, in an amount not to exceed $275,577.00.
City Council unanimously approved the award of a bid to the only bidder, Hahn Equipment, for replacement of an aging SCADA system with a wired/wireless telemetry SCADA system, for an amount not to exceed $275,577.00. A SCADA system allows the Public Works Department to monitor and process real-time water and wastewater data in order to respond to issues effectively and efficiently.

No ordinances were reviewed or considered by Council during last night’s meeting.
RESOLUTIONS
The following resolutions were reviewed by Seabrook Council and action was taken as follows:
Resolution 2018-33 "Supporting a Development funded through Low Income Housing Tax Credits"
Council unanimously approved this resolution during last night's meeting. The approval of this resolution will allow the developer to earn points toward the competitive application for an award of a low-income housing tax credits through the Texas Department of Housing and Community Affairs to develop and construct a senior apartment complex as part of the Chesapeake Bay Planned Unit Development.
Resolution 2018-34 "Providing an In-Kind Contribution for a Development known as Seaside Lodge at Chesapeake Bay"
Council unanimously approved this resolution during last night's meeting. The approval of this resolution will provide a financial contribution from the City of Seabrook, not to exceed $500, to allow the developer to earn points toward the competitive application for an award of a low-income housing tax credits through the Texas Department of Housing and Community Affairs to develop and construct a senior apartment complex as part of the Chesapeake Bay Planned Unit Development.
Resolution 2018-35 “2019 State Legislative Agenda”
Council unanimously approved this resolution during last night’s meeting to direct the City Manager to act with regard to the City’s Legislative priorities during the upcoming State Legislative Session.
AGREEMENTS/GRANTS/CONTRACTS
The following city grants, agreements and/or contracts were reviewed by Seabrook Council and action was taken as follows:
Consider a letter of consent to encroach on the City’s stormwater easement at 3030 S. Island Drive
Council unanimously approved a letter of consent to encroach agreement on the City’s storm sewer easement at 3030 S. Island Drive due to an existing swimming pool built on the easement.
Agreement with Cobb Fendley for construction management and inspection services for the City Utility Relocations required by the State Highway 146 Expansion Project
The City Council unanimously approved the agreement with Cobb Fendley and the City of Seabrook for Construction Management and Inspection Services in an amount not to exceed $116,311.
DISCUSSIONS
Council held the following discussions during last night’s meeting:
Discussion on financial and operations overview and potential options on use of Carothers Coastal Gardens
City Manager, Gayle Cook, discussed with Council the history, operations, and maintenance of Carothers Coastal Gardens. Carothers Coastal Gardens was purchased in 2008 after residents voted for a 2007 bond proposition to acquire the property. After purchasing the property ADA upgrades and other improvements were made to the property and staff was hired to rent out the facility as an event venue with a heavy focus on weddings. The primary goal was to have the venue be self-sufficient with rental revenue offsetting operations and maintenance cost. However, while the venue has been well marketed over the years the venue is not currently self-sufficient and staff is now requesting guidance from Council on the next steps. Staff suggested pulling appraisal information and to consider selling the main house and casita while maintaining a large portion of the grounds extending to the waterfront in an effort to expand Pine Gully Park. Council took no formal action and gave direction to staff to research additional options, other than event rentals, for use of the main house and casita in addition to pulling appraisal information so a cost analysis can be done on the property.

Consider and take all appropriate action on funding an amount not exceed $55,000 from FY2019/20 Hotel Occupancy Tax Budget for the 2019 Celebration Seabrook Event
Seabrook City Council recently agreed to move forward with the 2019 Celebration Seabrook event to be held on Saturday, October 12, 2019. The City’s Office of Communication reviewed the 2019 budget with Council and requested Council to sponsor the event from the FY2019/20 Hotel Occupancy Tax (HOT) in an amount not to exceed $55,000.00. Council unanimously approved the request.
Request to ratify Mayor Pro Tem, Natalie Picha’s, nomination of Police Chief, Sean Wright, to the HGAC Transportation Policy Council’s Regional Safety Committee
Council unanimously approved to ratify Mayor Pro Tem Picha’s nomination of Police Chief, Sean Wright, to the HGAC Transportation Policy Council's Regional Safety Committee for a two-year term beginning January 1, 2019, and ending December 31, 2020.
