Seabrook City Council

ANNOUNCEMENTS & EVENTS

Mayor, City council and/or members of City staff made the following announcements about city/community events:

  • Men Who Cook on Saturday, February 12, 2019 at Lakewood Yacht Club. Tickets may be purchased in advance at www.seabrookmenwhocook.org.  

  • Yachty Gras Boat Lane Parade to be held on Saturday, February 23, 2019 beginning at 7:00 p.m. at the Seabrook/Kemah Channel. More information is available at www.yachtygras.com

  • Girl Scout Fun Run to be held on Saturday, March 2, 2019 beginning at 7:00 a.m. at Rex L. Meador Park.

  • Seabrook Lucky Trails to be held Friday through Sunday, March 15th through 17th 2019 with various race times to be held on the Seabrook Trails with a beginning and ending location of Rex L. Meador Park. More information is available at www.seabrookmarathon.org 

  • Bayside Area Little League Opening Day Parade to be held Saturday, March 23, 2019 beginning at 7:00am on El Mar Ln and ending at the little league fields on E. Meyer.

  • Economic Summit to be held on Wednesday, March 27, 2019 beginning at 11:00 a.m. at the Lakewood Yacht Club.

Presentations

The City Council received a presentation of the post event report for the 2018 Christmas Boat Lane Parade which took place on Saturday, December 8th 2018.


ORDINANCES

The following ordinances were reviewed and approved by Seabrook Council as follows:

Ordinance 2019-01, "Issuance of conditional use permit to allow a "Tattoo Parlor" at 2622 Nasa Road 1, Suite H in the C-2 Medium Commercial District."  

Council unanimously approved a second reading of this ordinance at last night’s meeting. This Ordinance will allow Atonement Tattoo to operate at 2622 Nasa Road One restricting customers to appointment only, with no walk in customers; no advertising signs on business; no tattooing of the face; no person under the age of 18 being permitted in Applicant’s shop; no tattooing of person(s) under this age; and no tattooing depicting gang membership or affiliation.


Ordinance 2019-02, "Amendment to the Zoning Code of the City of Seabrook creating a new zoning district "SH 146 South Commercial District".

Council unanimously approved a second reading of this ordinance at last night’s meeting. Click here to view the map showing the new SH 146 South Commercial District.


Ordinance 2019-03, "Amendment to the Zoning Code of the City of Seabrook, creating new zoning district 'SH 146 Main Commercial District', revising the Official Zoning Map and Land Use Matrix for such purpose."

Ordinance 2019-04, "Amendment to the code of the City of Seabrook, Comprehensive Zoning Ordinance, repealing in its entirety current provisions for Off-Street Parking, Loading, Ingress and Egress, and providing for a new title."

Council unanimously approved a second reading of this ordinance at last night’s meeting. This Ordinance allows for City landscaping requirements to be removed from Article 5, and placed in a new Article 7.  The parking regulations have been updated in this ordinance to provide for new provisions in the new SH 146 zoning districts.    


Ordinance 2019-05, "Amendment to the code of the City of Seabrook, Comprehensive Zoning Ordinance, deleting landscaping and buffering requirements from Article 5, "Off-Street Parking, Loading, Ingress and Egress" and recodifying  such requirements by the creation of a new Article 7 entitled "Landscaping and Buffering Requirements."

Council unanimously approved a second reading of this ordinance at last night’s meeting. This Ordinance allows for updates to the City’s landscaping requirements and new provisions for landscaping in the new SH 146 zoning districts.


Ordinance 2019-06, "Amending the budget for the fiscal year beginning October 1, 2018, and ending September 30, 2019, for city department encumbrances."

Council unanimously approved this ordinance at last night’s meeting. This Ordinance allows for budget amendments to the General Fund related to the Old Seabrook community parking lot; to the Enterprise Fund related to CIP projects approved by City Council; to the Hotel Occupancy Tax Fund related to the contract with DP Consulting; and to the Crime Control and Prevention District budget related to funding of the Leader in Me Program at Bay Elementary School.


Ordinance 2019-07, "Flood Damage Prevention."

Council unanimously approved this ordinance at last night’s council meeting to correct a clerical error in the delineation of the penalties associated with violations of this ordinance.

 

RESOLUTIONS

The following resolutions were reviewed and approved by Seabrook Council:


Resolution 2019-02, "Supporting Legislation to amend Texas Tax Code Chapter 351."

Council unanimously approved this resolution at last night’s meeting to support an amendment to the Texas Tax Code that would establish Seabrook as an eligible/qualifying city for receiving state tax rebates as an incentive for the development of certain convention center hotel projects. 


Consider and take all appropriate action on a Resolution regarding Grand Parkway - Segment B to be signed by the cities of Galveston County and Harris County.

Council unanimously approved this resolution at last night’s council meeting to support TxDOT taking any and all actions to complete its traffic revenue study, land acquisition, design, and construction of the Grand Parkway (SH 99) – Segment B.

 

DISCUSSIONS

The following discussions were held at last night’s council meeting:

City Manager discussed progress as of the end of the first quarter of the fiscal year on the City’s Strategic Plan. Strategic Plan Quarterly Fiscal Year Update for October - December 2018

Consider and take all appropriate action on the TML 86th Legislative Agenda to support legislation affecting Bay Area Houston Region cities.

City council unanimously agreed to support legislation affecting Bay Area Houston Region cities.
