PRESENTATIONS

Council heard the following presentations at last night’s council meeting:

City Council received a presentation and recognized Boy Scout Troop 870 and Scout Christopher Colling for the Eagle Scout service project to build and set up eight recycling bins along Seabrook trails.

City Council received a presentation and recognized Boy Scout Troop 870 and Scout William Hutchison for the Eagle Scout service project to replace worn planks on the Robinson Park span bridge.

BID AWARDS/REJECTIONS

No bid awards were on the agenda for February 19, 2019.

MUNICIPAL COURT

The following actions were taken at last night’s council meeting:

The resignation of Municipal Court Judge.

Council accepted the resignation of Municipal Court Judge Carolyn Webbon, to become effective February 2, 2019, followed by a recognition of Judge Webbon for her dedication, loyalty, and 23 years of service as both an Alternate and Presiding Judge for the Seabrook Municipal Court.

Designation of Seabrook Municipal Court Judge to fill the vacancy created by the resignation of Judge Carolyn Webbon.

By unanimous consent, Council designated Dick H. Gregg, III, as the Seabrook Municipal Court Judge to fill the vacancy created by the resignation of Judge Carolyn Webbon, effective March 1, 2019, for the remainder of Judge Webbon's appointment, until June 7, 2021.

BOARDS AND COMMISSIONS

Appointment of a candidate to fill two vacant positions on the Planning & Zoning Commission

With openings on the Planning & Zoning Commission as a result of the resignations of Dodie Miller and Mike DeHart, City Council unanimously approved the appointment of Mike Giangrosso to the Commission for a term to expire on January 1, 2022. The remaining vacancy will be considered for appointment at a later date.

Reappointment to a position on the Planning & Zoning Commission

Council unanimously approved the reappointment of Greg Aguilar to a position on the Planning & Zoning Commission for a term ending January 1, 2022.

ORDINANCES

The following ordinances were reviewed and approved by Seabrook Council as follows:

Ordinance 2019-07, "Correction to the Flood Damage Prevention Penalty Provisions".

Council unanimously approved, on second reading, Ordinance 2019-07, “Correction to the Flood Damage Prevention Penalty Provisions.” This ordinance amends the penalty provisions to comply with jurisdictional limits of the municipal court.

RESOLUTIONS

The following resolutions were reviewed and approved by Seabrook Council:

Resolution 2019-03, "Seabrook EDC Bylaw Amendments".

Council unanimously approved Resolution 2019-03, which ratifies the amendments and updates to the Bylaws of the Seabrook Economic Development Corporation that were recently approved by the SEDC Board of Directors.

AGREEMENTS/GRANTS/CONTRACTS

The following city grants, agreements and/or contracts were reviewed and approved by Seabrook Council:

Application for Keep Texas Beautiful 2019 Governor's Community Achievement Award.

Council unanimously approved the submission of an application for the Keep Texas Beautiful 2019 Governor's Community Achievement Award to create a written record of Seabrook's Environmental Achievements to aid in applying for other grants and state funding.

Council considered and approved these additional items during last night’s meeting:

Proposal from Cobb Fendley for Engineering Services.

Council unanimously approved a proposal from Cobb Fendley for Engineering Services for the City of Seabrook CIP W13 Water Project, for Chloramine Conversion, in the amount of $41,625.00.

Quarterly Investment Report.

Council unanimously approved the Quarterly Investment Report for the first quarter of Fiscal Year 2018-2019, as required by the Public Funds Investment Act. The investment report can be found on the City’s website here: https://www.seabrooktx.gov/DocumentCenter/View/6847/consent_investment

Contract for an Employee Assistance Program.

Council unanimously approved an Employee Assistance Program contract with Alliance Work Partners at a rate of $2.15 per employee per month to provide on-site crisis counseling, as well as the more traditionally known services such as personal and drug related issues counseling.

Harris County Mayors' and Councils' Association (HCMCA) 86th Legislative Agenda.

Council unanimously approved Harris County Mayors' and Councils' Association (HCMCA) 86th Legislative Agenda to support or oppose legislation affecting the member cities of the HCMCA and all cities in the Harris County region.
